Translation, they want to lie to us (essentially) so we won't see how bad the game will actually look on our regular console
I understand this happens, but it's just another demerit on MS's grade card if they claimed that it is "similar" to the Dev kits or whatever. Unless of course the dev kit is actually better than the console will be, which of course gives them two additional demerits....
