There's a difference between voluntary turnover and involuntary turnover, but simple turnover is the average length of tenure for an employer's workers, regardless of who initiates employment termination. So no, your company cannot dictate what constitutes turnover, but they can differentiate what type of turnover it is.

Turnover is an economic term. You don't get to redefine those at will even if you're Sam Walton himself. So no, it's not.
Walmart has a high turnover rate. It's a crappy job that pays next to nothing and most of the employees qualify for welfare and food stamps. Non management positions are only appropriate for retirees and college students. So no shit the turnover is high. Most stores have high turnover. Most minimum wage jobs do. You get something better and leave- it's not a career.
And there's no severance package for people who quit, so almost every company would prefer their employees quit than have to be laid off.
