Good ratings increase your chances of getting rare item drops.
Bad ratings increase your chances of getting "shroud" items like Aegisol or Deceptisol.
Don't bother upgrading any weapon stuff until later. What you will do is get a good weapon up to Star level, then hit it with a certain transformation rock to turn it into a new weapon, then start the upgrading process again. The "Ultimate Weapon" you end up with will be determined by what you started with.
I would recommend you just save everything you pick up for now,especially the weapons, use whatever you like best, and wait until the endgame to start upgrading.

it varies depending on the weapon. like the Gladius i think goes to 26 before it stars, some are lower some are higher.

I had been upgrading lightnings gladius since i was able to its like a lvl25 helter skelter right now and vanille's belladonna wand with a star "P

actually all of the weapons for each character turn into the same thing in the final stage. Its just certain ones have different/better abilities when they get fully upgraded.
