I had believed that it was a tool that they used to get you to play their game more. Those that have OCD that found themselvers determined to even out their gamerscore by unlocking that next achievement. I don't remember which game it was but one had one that was super easy to get that was worth 17 gamerscore and to get your gamerscore rounded out you had to have a 100% completion to get the 23 point achievement. I may have the point value of the achievements wrong but it was something close to that.

Two examples I can think of were Forza Motorsport 2 and Lego Pirates of the Caribbean. First ones would pop very early on, other one would require a good bit of grinding

No I understood it. I just don't understand how the person coming up with the story thought it was in any way shape or form believable.
