Snow should hook up with Serah's big sister because she was there and Serah wasn't? And then Serah should dump the guy who risks his life for her over and over to hook up with a random guy she barely knows because he's there?
Are you sure you write movies for grown ups and not YA novels? Because your- crap, I can't think of the right word, but it's like... Comprehension of relationship dynamics- reminds me of an 11 year old Kat reading "Summer of my German Soldier" for the first time...
Actually, you bringing up my writing is a good example. I was given a script that was completely idiotic / nonsensical, characters with no development... I told them politely that there was no saving this. If you want me to fix it, it's a page-1 rewrite. I slashed the cast by 80%, gave them motivation, backstory- etc. And that's what's we're doing for $1M in a few months. How would you change FF13, or would you want to? I'd probably tell them the same thing: slash characters, open it with clear motivations, and have them grow. They have to be different in the end, than they were at the beginning. The plot pushes that group around. Do this- go here- find your focus. What's my focus? I don't know. Let's keep running around, and maybe someone will tell us. There's nothing wrong with being loyal- being loyal in the face of a tempting offer in front of you- that's great. But it's only great if the love presented, is believable, and something you're rooting for. You root for Cloud and Aeris, so her death matters. Serah's already "dead" at the start of the story, and (to me) it merely came across like a high school crush. What does she see in him? Why are they good together? The game doesn't tell us. Umm.. he's hot...muscles. She's...attractive. She gets on his speeder-bike, and they go fast together. What a couple. Did we get much else than that?
I completely disagree with your Snow/Serah observations...
Furthermore Cloud did not end up "Happily ever after" with anyone. It was more of a bittersweet romance that has not really progressed much. I mean it's Cloud were talking about here...he's not exactly forthcoming about his feelings. Besides that he's still haunted with survivors guilt and is very sick at the start of Advent Children.

It's fairly common in anime and jrpgs for the smallest character to have superhuman strength. In this case it stemmed from him getting picked on so much as a child.
Cocoon is a futuristic utopia, floating above Pulse's surface. Its inhabitance are taught to fear the world below, as a primitive wasteland- with mythical beasts- and a swift death. Its government, the Sanctum, has a spiritual figurehead- and a large army sworn to protect him, and uphold order. To maintain population inside Cocoon, citizens deemed unfit for society- through petty theft, or political dissonance, are branded "l'Cie", and not fit to live among the civilized unity of Cocoon. They are forcibly expelled, to the surface. (Intro over)
Snow leads an elite infiltration team, with Lightning and Sazh. They are part of the resistance movement (NORA), who want to overthrow the government, and create a democracy among Cocoon. Serah, Lightning's sister, and Snow's girlfriend, has been abducted by Sanctum agents, and is boarding a shuttle with other "l'Cie", headed to their deaths. The group manage to save Serah, but a particularly vile Sanctum agent- hellbent on promotion- Cid, takes the liberty of killing the other "lCie" himself. Among these "l'Cie", is Hope. The only other person Snow is able to save, is Hope- who watches his Mother, and all his friends, shot to death, around him.
Running away, Hope impedes their progress- wanting to die, having nothing to live for. He resents Snow even more- when Snow knocks him out- and they escape back to their hideout.
-Backstory- at their resistance shanty-town. Lightning was once a Sanctum agent, until they branded her sister, Serah, a 'l'Cie'. Lightning resents Snow, for convincing Serah to elope with him, as Serah and Lightning were Cocoon nobility, and she threw it all away, for Snow. Sazh was also a Sanctum agent- until he had a child out of wedlock. Trying to cover it up- his lover, and young son- were murdered.
Snow conjures even bigger plans, to get back at Sanctum, since their last operation was so successful. That's when Hope enters their meeting- chastising Snow- the group- everyone. Sazh, who's son died not much younger than Hope, at the time- takes him under his wing- and explains why they fight. Hope is still resentful, but won't go running off telling Sanctum their location.
Hope stays in the shanty-town, as Snow, Lightning, Serah, and Sazh infiltrate another shuttle, bound with "l'Cie" for the surface. However, this is a trap, laid by Cid. The group is rounded up, and Cid demands to know the location of their resistance movement. Snow is silent, so Cid grabs Serah, and points a gun at her face. Snow- breaking down- reveals the location of their base. Cid shoots Serah anyway. Serah is dead.
The group is now in Sanctum prison. Snow is unable to lead them anymore, in a situation mirroring Hope's- having lost his sanity, and will to live. Lightning is fearful of taking charge- because of her (-backstory-) in her last command, she got her entire unit killed by resistance fighters. Her unit also included Wedge, and Biggs. Sazh, however, inspires Lightning to come up with a plan, and Lightning gets them out of prison.
The group returns back their base- to warn everyone- but they're too late. Fires- ash- hundreds dead- buildings razed to the ground. They escape lingering Sanctum forces- and stumble upon Hope- the only one who escaped the massacre. Lightning specifically targets Cid, as their destination. If Cid is exposed for the brutality of his methods, the people of Cocoon will sway to their side.
Upon infiltrating Cid's airship- it is revealed that he is a "fal'Cie", whom are spiritual beings revered as Gods. Cid uses his "magic", to trance the group- where they enter their own worst nightmares. Lightning is back to her battlefield, watching her unit get slaughtered. Sazh is back with his lover, and child- watching them die. Snow is back with Serah's demise. And Hope is back with his Mother, and friends- all repeating a cycle- with forceful temptations to kill themselves. (The real) Serah appears to Snow, in his nightmare- and gives him the strength to overcome his worst fears- and be okay in a world without her. He's then able to free Lightning, Hope, and Sazh, by similarly inspiring confidence in them. Out of their trance- they beat Cid's human form- until his magic banishes them to the surface of Pulse.
On the surface, the group finds they are developing this same "magic" in addition to their technical battle skills. It's revealed that Cocoon is-- just that-- a "Cocoon" feeding off their citizens energies- tapping into them- and hoarding energy to fuel the 'Fal'Cie'. Finding a new resistance movement on the surface- this time- one fighting those (now very real) mythical beasts, posing a constant threat- they are able to convince the resistance leaders- that if everyone on Cocoon were saved- their combined magic would swell their numbers- and they could defeat these mythic beasts, once and for all. The leaders, however, aren't fully convinced that taking the Sanctum down, is possible.
But they give our team, the tools and equipment necessary- to head back to Cocoon- and try. Aboard their new airship- they fight through the Sanctum, confront a fully developed 'Fal'Cie' Cid, and free the citizens of Cocoon, who band together with the surface resistance- to free Pulse once and for all. Cid, in the midst of that final battle- joins with the other 'Fal'Cie', but the might of Cocoon's new unity, takes him down. (-ending-) Snow buries Serah, and receives an apology from Hope. Snow heads up a new representative government, on Cocoon. Lightning goes to the surface, to start a new life, as the credits roll. (and any sequel would focus on Lightning, from there)

I think Sabin would definitely give Zell problems. He is every bit as good at martial arts on top of being 6'3 and 230 pounds. I doubt Zell's superior speed would save him here.
Neither would "Likely" be able to beat Snow in his XIII-3 form. He is 6'7 and has roughly 520 + years of martial arts experience under his belt. So between XII and XIII his prowess would surpass Sabin's by a large margin.
Zell is still the best overall character of the bunch IMO. So it's really a toss up depending on certain variables. (Hotdogs etc.)

Where would you throw Yang in? Sabin's definitely got some mass on him. You could argue Yang might have claws with status alignments, like confuse.
