Where would you throw Yang in? Sabin's definitely got some mass on him. You could argue Yang might have claws with status alignments, like confuse.
Yang is 52 years old during his last appearance so...i'd put him below everyone. Age only helps Snow because he gets stronger and stronger.

but that's not really a fair comparasion, a character that was in 1 game vs a character that was in a trilogy is kind of dumb since they need to constantly make the characters stronger ya know.
a more fair comparasion would be snow in ff 13 vs zell, that's equal footing imo.

Snow was only a competent martial artist in 13. Somewhere around Tifa's level. He didn't get on Zell's level until the events of 13-2. If we based it purely on each characters first appearance i'd have to give it to Sabin.

I used as a main: Kazuya/Kazuya/Jin/Jin/Kazuya/Lars. I also like Lee and Eddie.
