Ehhhh nah, they're closer than that. Idk about mafia but saints row was modeled after gta and there are some pretty similar bits at first. Either way, it depends on what you don't like. I love open world games (Red Dead, L.A. Noir, Saints Row, Mafia II, and such) but wasn't a big fan of GTA IV's storyline, that's all I'm saying.
I hated GTA IV's storyline, couldn't even finish the game. I loved GTA V's storyline though, played all the way through and finished it and am still going around just doing stupid shit for fun.

Gta iv's story and characters sucked balls. Well, everyone but snapple's balls. Snapple loved them. But yeah v is a lot better.
