I bet it's that. Because A LOT of people worldwide did the Ghostbusters SOS and Plants Vs Zombies glitch to get them for free. That was MS' mistake, people shouldn't get penalized for it.
One of my friends that lives down the street from me got the permanent suspension for transferring all his games/DLC to a different xbox and not transferring his licenses. They said he stole everything and won't rescind the ban even though he legally owned everything.
So for everyone getting the Gears console, transfer all your licenses BEFORE you play anything.

Whatever. I have licenses on 4 different consoles. My tag has been registered to 5 of them. I only ever did one license transfer and the console that has the bulk of my licenses isn't even in our house anymore. Melissa has never done a license transfer, and she's on her 3rd or 4th console.
You can only do 1 license transfer per user, per year. Too many people have owned too many Xboxes for Microsoft to do this. It would be terrible business practice because it would deter people from buying multiple consoles.
