Kids or parents?
Under 6, I'd say. Above that, kids should know to only cry if they're hurt.

You could take them out to the car and take them home, that's a start.
Not if you're at the store because you need something. Or if you're a single mom who doesn't have any other options.
Public places are public and people with kids have as much right to be in them as anywhere else. If people without kids want a kid/noise free zone, they should stay home.

I say 3 is the cut off.....if your child is walking & talking then they should know how to behave in a public place or anywhere else
A lot of kids can't even talk correctly at 5, let alone 3. I say school age. When they are in school they need to act properly in public. I'm pretty patient with other people's kids, because I have quite a few friends whose children are autistic and the fact is, that's not a visible issue.
