SSJ3 actually IS more powerful, as far as energy-oriented burst damage goes. The problems with it are that it takes too much energy to get to/sustain 3 so if your first big blast doesn't kill whatever you're fighting, you're screwed. Another downside is that the body/muscle mass becomes so much exponentially larger that physical attacks & evasions are actually slower than SSJ2 or Ascended forms.
The advantage to SSJ4 is that once you hit it, it is still a huge boost to both energy and physical fighting strength and speed, and is also pretty much infinitely sustainable. However, to top the burst damage of SS3, a 4 would actually have to turn in to the Oozaru form (the giant golden ape) which is about as difficult to sustain as SSJ3.
The other thing is, only San Gokou can legitimately achieve SS4 as far as we know. Dragonball GT, which is where SSJ4 came from, isn't even really considered "canon" however, so yeah.
PS: some of the coolest art ever has Broly as a SSJ4 and Vegeta, Nappa and Raditz as SSJ3. I think they even did this in one of the recent DBZ games.

It's really fun, but i've recently gotten to a point where i'm super low on nonlethals (2 sleep darts only) and i can't get past the 2nd mission in the mansion. i'm getting annoyed because i had to reload a previous save an hour behind where i was at because the autosaves reload me to impossible conditions where i was either bound to be seen immediately upon reloading, or i was trying to beat the clock to the objective point and my assassin assistant would just die 2 seconds after reloading because she had been caught out in the open. now i'm set back.
