The advantage to SSJ4 is that once you hit it, it is still a huge boost to both energy and physical fighting strength and speed, and is also pretty much infinitely sustainable. However, to top the burst damage of SS3, a 4 would actually have to turn in to the Oozaru form (the giant golden ape) which is about as difficult to sustain as SSJ3.
The other thing is, only San Gokou can legitimately achieve SS4 as far as we know. Vegeta only made it because of the device Bulma used on him, and would have quickly fallen back to regular Saiyajin form if he hadn't fused with Gokou. Even after fusing in to Gogeta, they revert after 10 minutes because of Vegeta's instability in SSJ4 form.
Despite the fact that it is called "Super Saiyajin 4", the form is actually meant to be a state of being half humanoid Saiyajin and half oozaru Saiyajin at the same time. As far as "official canon" is concerned, SSJ3 is the most powerful/highest form a single Saiyajin can achieve in the humanoid state. Even after only powering up to the first level of Super Siyajin, Gogeta was already more powerful and faster than Gokou alone was in SSJ3 form. Since Gogeta was briefly SSJ4 in Dragonball GT, it stands to reason that he could also have assumed the SSJ3 form for more burst damage at the cost of reduced speed and a shorter fusion time.
Dragonball GT, which is where SSJ4 came from, isn't even really considered "canon" however, so yeah.
PS: some of the coolest art ever has Broly as a SSJ4 and Vegeta, Nappa and Raditz as SSJ3. I think they even did this in one of the recent DBZ games.
