it's down for me too. And for about a week before many people's xboxs were having data stream issues - achievements were disappearing, gamerscore wasn't being updated or even going down. I was also unable to buy new MS points before everything went off line but I understand others haven't had that issue.
Hopefully this will be a quick fix and isn't a huge disaster like what happened with Sony.

Ok, something wierd just happened. Earlier I was playing zombies with a buddy of mine, and out of nowhere I was instantly signed out of everything. I thought that the key needed to access my network just needed reput in on the network selection thing on the xbox. I literally have reset everything, and I keep getting the x between internet and xbox live. Does that mean it might be down? He says he has no problem getting on though. If it persists, I'm just taking the console back because I got it last week. It even loads about 25% of that bar when its at the xbox live part every single time. (gears 3 console)

Its not the console. I had a lot of trouble earlier tonight, it probably had something to do with either your ISP or xbox Live itself, it was only acting up for certain people (in fact mine still might be acting up I'm not on it).
