Well, I have 76 completed games and 83k gamerscore, so it goes to show that I complete a lot of my games. Nothing drives me crazier than a game that I have 15 points in.
I won't miss out on games that I really want to play, but I won't play just any game to get a few points and quit. If I start a game, I'm in for the long haul.

Completion IMO, although mine is only 50% myself. I plan on going back and finishing up every game I've ever played or atleast attempt to...

Completion because its not hard to get a high gs with a bunch of 500s

I prefer Gamerscore to a certain extent--if a game is crappy or I'm just not enjoying it, I will look at the 'cheev list and see what big'uns I can grab without too much hassle or time.
I only care about completions in games I really enjoy. It does irk me having games on my list that are 15 or 30G, and I almost wish I could take them off my history even if it meant losing the Gamerscore & Achievements.
I try to get 500+ in any game I play that isn't outright terrible; I'd like to get my official ratio back up above 50%.

Gamerscore.. I recently have put up 16 games for sale, because I have no money... SO I'm gonna stick with gamerscore, I like completion, but now mine is going to be REAAALLY low.

This. If I like the game I'll complete it, or if it's really easy, I'll also complete it.
But I will definitely start a game and gladly put it down with 5gs in it if it sucks...

I'm pretty competitive so I'm all about gamerscore and completion %. I would have to say that gamerscore is more important just because that is the one thing that everyone looks at. Also, most leaderboards focus on gamerscore. I do like having a high completion % too. Like I said, I'm pretty competitive.
