This law does not address any Downloadable Content of any kind.

you do realize Castle Crashers is only a T rated game, right? so this law wouldnt affect the 13 year old since he is technically old enough to be able to get the game...besides that it also wouldnt affect him since it says nothing about DLC...but tbh right now DLC isnt monitored. any acc can get an M rated DLC, wether theyre aged 35 or 13. they only monitor stuff like demos and vids...idk why...

This is what I thought after I really read the GI article. If it gets passed and the other 10 states interested get similar ones passed, will there be 11 sets of different guidelines?

Yeah, that's what it seems like, and it seems like the lawyer is REALLY unwilling to even state what a few games covered by it would be. I felt like he missed a lot of good opportunities to make his point because he's not a gamer and obviously doesn't know what he's talking about.
It needs to be remade, it needs to be more specific, and honestly, I think it would have a better chance of passing if they dropped the big 18+ sticker and just forced use of the AO rating. For instance, Dante's inferno... nudity, giant boobs that spit damned souls at you, and killing hundreds of babies. That should be an AO game, and there's no reason that it wasn't classified as that except for pressure from the game industry. Make a damn list of things that will make a game AO if they're in a game, and stick with it! Then fine the hell out of retailers who sell AO games
TO MINORS. It solves nearly all the issues that people have with the bill.
I added a small piece to your post, after that addition, I completely agree.
