My kids wanted to play Reach Firefight last night and they couldn't until I ran an internet cord across the living room and into their 'offline' console. Firefight still wouldn't work for them - they are both offline accounts - so they played through part of the campaign instead.
It's getting to the point that you can't play any game unless you are dialed into the M$ network.

If it's an offline console then they won't be able to because Reach was released with the problem you described. A title update released not too long after the games launch fixed the problem.
It was just a glitch no one caught beforehand, not some elaborate plan to have you always online.
