My guess, (and remember, this, like everything else in this thread, is purely speculation) is that the developers would be giving out codes allowing temporary access, keys, if you will, to their games.
For instance, you go to Blockbuster and instead of renting games, you purchase a 5 day access code to the game. This would actually help Blockbuster because you can't steal, damage or lose their games. You get the 5 days that you pay for and then there is nothing to return and no late fees and renewing is as easy as getting a new code.
This, of course, only works for Blockbuster if the game companies are willing to play ball with Blockbuster, by creating a middleman position for them.
This wouldn't just be for rental companies like Red Box and Gamefly, but for Gamestop as well. Gamestop would have to "buy access" to all of the used games they get in and then sell these access codes with all of their used game sales. This is a way to keep the used game market open and still allow the developers to get their cut.
The biggest problem I see with this is that either the developers are still going to take a steep cut whenever a game is rented or bought used, or gamers who buy used are going to get seriously taxed to make the games worth renting or selling used.
Personally, whenever I buy relatively new games, if it comes down to buying new for $60 or buying used for $55, I will ALWAYS pay the extra $5 to assure that the game I bought has never been touched.
