It sounds like the 1999 mode achievements are gonna be a real pain in the ass. Levine said that he wanted to make a truly difficult campaign and thats why there is a 1999 mode.

I'm sick of developers thinking that a challenging game = the exact same game with one hit kills and no ammo. Maybe that is fun for some people, but not me. I think ken Levine is a condescending ass. "That's ok, it's not for you." And from some of the articles I've read, adding 1999 mode to the nearly finished game is what has caused all these delays.
@snapple, I really enjoyed the 2nd, although I thought it kind of changed the Rapture experience for me. Wasn't thrilled with the ending though.

yeah I agree, I still think it was a great game though.
and if that's true Kat that's really dumb, why ruin a game that's based around immersion with a super difficulty when your game isn't meant to be played like that. it makes sense for dark souls, ninja gaiden, etc with games that are designed and purchased because of their difficulty and learning curve, but not a story driven single player fps.

Yes!!!! I totally agree with you!!! The reason that bioshock is so successful is that they pulled in fans of other genres, it wasn't a run and gun shooter. Fans of horror games and RPGs could find something to love as well. A lot to love! Making a mode that caters to people who thought the difficulty was too low or that vita chambers made it too easy is fine- they did that with 2, by giving an option to turn off vita chambers. But what they did with 1999 mode is different.
Basically, for anyone who hasn't heard, 1999 mode changes a few things:
The skills you choose to learn and level are permanant and change the gameplay experience. You will have to play one style the entire way through the game, or it will become unplayable.
Weapons will be useless unless you have the combat skill to use them.
Resources and ammo will be limited. You will need "resources" to respawn when you die, or you'll have to reload a save. In this case, it sounds like resources=money. You may get to a point in the game where you realize you have to reload a much older save or even restart it because you don't have enough stuff...
Health will be "set to an entirely different baseline." Idk wtf that means, but Levine has mentioned loving games where 1 shot kills you, so I think they're going that direction.
"Every shot counts" could be either limited ammo or having to shoot enemies in vulnerable spots to bring them down. Or a combination of both. Also it sounds like aim assist may not be available.
1999 mode won't be found in the menu, and according to Levine it may not ever be available to casual gamers. He said it'll be hidden, maybe activated by a code or something.
They may very well be blowing smoke up our asses like a lot of developers do when they talk about upping the difficulty, but I think it sucks that achievements will be based around it. I'll probably never even be allowed by the game to play it, though- lol.

you probably have to just beat the game on hard to unlock like most difficulties in games

It sucks if they've delayed the game so long for this 1999 mode shit. I could give two shits and a fuck about achievement lists anymore these days. I just wanna fucking play this game already.
