From a logical standpoint
Puerto Rico could in fact be brought into XBA due to the fact it is part of america
It may be a commonwealth and not a state (partly why I would say no)
However, They still abide by our rules to an extent and our Government as a partial say in whatever goes on withing PR
Would I vote for it, Probably not when only one person is actually wanting it done
No one can actually 100% guarantee that we'd have a decent population to back up a change such as that

Personally, I love the idea of including Puerto Rico and other territories that are America but not one of the United States.
I don't think anyone was purposefully ignored. Jackson thought to include Canada but concluded, at least initially, that there would be too few people per province or territory to be worth denominating. I would assume it did not occur to him at that point to set up the infrastructure to accommodate the US' drunk weekends fondling other peoples' regions.
You guys should bear in mind that the site was originally Xbox Ohio, and neither Jackson nor anyone else knew it would turn in to Xbox America and become as big as it has, nor could anyone have predicted that the alien tyrants Minioger and AJ would settle here and begin to expand their empire.
But I believe... I believe that if we can pick up Taco & give him a lightsaber and let Jackson teach him the ways of integillence and smart good soundy words, he will learn the ways of the Force and overthrow Minioger and AJ to become KING OF CYDONIA! ALL HAIL THE PUMPKIN KING!

instead of a territories leaderboard why not just add an other/worldwide leaderboard for everyone else that dosnt fit in the US or canada? that way you can have all of the germans and puerto ricans together and the leaderboard will have enough populus to be relevant.
