So it turns out you can't remove the Officer Training School or else you lose ALL the benefits you have purchased.
The good news is that if you do remove it and put one back in later, you get back all previously purchased training.
Also, even though almost everyone says to cover the entire map with satellites ASAP, it can actually be useful to leave one country without coverage, preferably on the continent where your base is so you still get the bonus.
This will mean you can still get the occasional Alien Abduction mission later in the game which is an easy way to get some experience for Squaddies and quick resources like alloys and more MELD.
