i don't think so, pretty sure it was announced as part of saint's row 4, but I think it's even more ridiculous they are announcing this essentially 2 year old DLC to come out AFTER the game and charge you for it this early ahead of time.

I'll go back to my earlier point that devs are holding back in game content to sell more season passes.

I happen to enjoy shooting people with fish guts and watching sharks eat them. Best DLC weapon ever.

Announced as part of Saints Row 4 doesn't necessarily mean that it's automatically part of the main game and not DLC. It was originally DLC for 3, so now it's DLC for 4. One of the main reasons they didn't release it for 3 was because it was too far in that games life after the rest of the DLC.

EtD was initially going to be stand alone dlc for sr3, but they decided to basically make it the 4th game. Obviously in doing so, they added other things, but that dlc is why they initially decided on a 4th rather than more dlc.
The EtD dlc they planned is now a part of the 4th game, however the directors cut version will be the first dlc for the 4th. But now their "official" statement is that they canceled the dlc and incorporated elements into the 4th game, and the directors cut will give you more.
Not sure why they are acting like they scrapped it and decided to rescue it rather than saying they decided to use it as the base for the 4th game. Probably too many people viewing turning a $30 expansion into a $60 game as a negative. But hey! Now you can pay both amounts for it!!! Win-win!
