after the guard tells you you need the money to get in, run past him anyway. All the robots will start shooting at you, but you only need to kill one. It'll drop a key and you can quickly rush inside the gate. No one in the gate will be hostile. I recommend a really powerful weapon though, I used the Big Boomer (shotgun picked off from the lady who ran the junkyard's corpe).
EDIT: Chase's way seems to work as well.

I got annoyed because I didn't have enough caps to get in, so I went on a ramapge and killed all the bots lol. But I didn't want all the infamy so I loaded an older checkpoint. I will try out Chase's method first. If somehow that doesn't work then i'll use Aidan's method. Thanks guys

Well all you do is go to Camp McCarran and talk to Sergeant Bitter-Root. I found him in one of the tents sleeping. Ask him about his name and than there is an option for a Speech 30 attempt. You can keep saying, "Bitter-Root. You have an unusual name." and each time you say it you can do the speech attempt which at 30 speech you always pass it. Easy way to do it is to say that than do the speech attempt than ask to talk about something else and rinse and repeat. Easy way for the achievement.
