So Barney was driving his car during the day with his headlights off by himself, and he looked in the mirror and saw he was being pulled over by the police. But, he used his turn signals, he obeyed all the street signs and traffic lights, he had his seatbelt on, he didn't drink or take drugs, and he didn't hit any cars. What did he do wrong?

nothing. because the police is only following him, as in driving behind him, they're not trying to pull him over.
