I'm fine with either getting rid of it completely/report a post button/only +'s, any of those three would be great.

Originally, the -'s were supposed to be used by people to sort of report a post that was purposely inflammatory or abusive.
When a post gets a certain number of -'s, it will flag it and make it show up immediately to use mods and stuff.
The +'s I think were just to give a post props.

The idea behind the +s was also to help unflag a post that was -'ed just for the sake of being -ed. I forget the exact percentage but a post needed/needs 75% negative votes with at least 3 - votes for it to show up in our moderation pile. Thus those who were getting -'ed just for fun usually wouldn't show up there.
