I wish I had your problem. They seem to be everywhere I go. I had to reload my game once because when I fast traveled to one of the little towns a dragon showed up and killed almost half the town hopping from building to building raining down fire. Ive probably killed around 17 dragons and ive only done the first two main quests.

this is making me wonder. ive yet to change the game's difficulty and i slaughter everything. ive been up in a dragons face hacking away at it and i take direct damage, and i didnt even half half my life go down. the only trouble ive ran into was a dead nordic king who had a badass mask. he took me 3 tries to kill. am i that beastly at level 21?

Another factor is every dungeon is saved when you enter it. Which means if you go into a dungeon at level 5, look around, and leave then return when your level 20. All the enemies will in fact be level 5. Also some area's have enemies that are supposed to be a few levels lower then you, and some area's where everythings a few levels higher.
Dragons don't seem to change much till after you hit level 15. Then you will see some new types like Blood and Frost.

Normal is pretty easy if you know how to build a character. More so now that followers actually contribute. Aela the Huntress kills bandits before I even see them, and my dog's not too far behind.
oh, and i just killed Shadowmere. i fell off a mountain. i somehow lived, but......well......now i got a dead demonic horse. shit sucks

I killed myself and Shadowmare similarly by falling off High Hrothgar. It was a fun bit of falling though. Reminded me of trying to punch daedric prince Sheogorath on shivering isles only to have him teleport you 50,000 feet in the air. SPLAT.

No you cannot. I remember Michael getting beat up in every fight too so it's probably a good thing.
