Here is my input on the game. I loved the game and I can't wait for the DLC to hit the marketplace.
I thoroughly believe that if it isn't broke don't fix it. It carried on perfectly from what Saints Row: The Third built. The super powers added a unique and fun experience for me. I had a damn good time going around Steelport tearing shit up with those powers. I'm a huge fan of the Matrix Trilogy and being able to use powers like that really floated my boat. I felt like Neo and created my character to look like him, except I added a goatee, I had to add a personal touch in there. After boosting your powers up a bit, I felt that a car was useless in it, but still found myself collecting cars and upgrading them along with decking them out. Collectables in the game didn't seem painstaking while I was collecting them, there was a point and a benefit in collecting them. I hate, HATE! collectables. But with powers giving me the ability to leap tall buildings and glide, it was actually fun to get them all.
The low brow humor was spot on and had me laughing out loud on many occasions. Like Kimberly pointed out, the scene where Paul was introduced had me in almost tears with my sides hurting. The scenes where your started singing to the radio was damn funny and epic. Amateur dance night had me falling off the couch. The Metal Gear parody, romancing C.I.D., C.I.D. zapping you in the junk when the two of you are having an argument are also worth mentioning.
The weapons made this game even more enjoyable. The Inflato Ray was a nice touch along with the Rectifier. I found myself using the Black Hole gun and the Dubstep gun the most. I didn't think I would really be into Dubstep music but found myself actually liking two out of the three musical variations it produced. The Abduction gun was fun to use when me and my buddy were doing some co op. I mainly used it to piss him off when we was trying to accomplish something.
The only downsides to the game that I found were the freezing issues. Thankfully the auto save saved me on a few occasions. I wasn't a huge fan of two thirds of the music you could listen to on the radio. There really wasn't a lot of variety to choose from. My biggest complaint that carries over from the third installment was the streaking. It's fun to do, but in my opinion the Saints Row 2 had the best streaking. You would put on a trench coat, walk up to someone, throw a whistle out, whip open the trench coat and bust out helicopters with your wang.
