I'd say it's just obviously a bigger issue to him than you (maybe he's really broke or something), so live and learn... But it's not like you're out anything. Those kind of wagers are supposed to just be for fun anyway- it's not like you're a bookie.
Ok, you may be right. We don't know all of the details and there's probably a lot more here than meets the eye. So, I am speaking from what little knowledge that has been stipulated so far.
To me, integrity is a big factor. If you say that you are going to do something then you do it. To jump into the legalistic viewpoint; "We never shook on it so it doesn't count," would just piss me off. A man is as good as his word and in my view, he broke his word.

LOL.
My best friend and I owe each other millions of dollars over years of betting against each other. None of us are actually holding our breath for payment. Maybe is one of those friends.

he's definitely not broke, him and his parents are the richest people I know personally.
see he wanted to raise the bet from 200 to 500 or 1000, so he gladly would of taken my money but won't pay up because he lost.
and yeah a man is only as good as his word, why make a bet if you're gonna back out if you lose?

That's rotten. If he was a good friend, I wouldn't have made the bet and even if he insisted, I wouldn't have taken it. But, since he seems to be the type of moron that's not going to pay, I would write him off. I am certain, from what you have told me, that if he had won, he would have demanded payment.
If I make a bet with someone, it's usually for a beer or two. That way if he loses, I can split my winnings with that person.

My best friend of 8 years stopped being my friend because I called him out for not going to my birthday party, he said no one told him about it when all my friends called and texted him about it. God I miss that fucker but at the same time it's really annoying he lied straight to my face. I tried to reconcile but he just avoids me. Ces't la vie

Fuckin' Battlefield 3 updates... I was hoping 2 and a half hours would leave me enough time to install the DLCs and play a bit before work... Never have I been so wrong. One hour left and I'm only halfway through the 1.92 gig title update!

Lol, I downloaded the 1.92 gig update in about 15 minutes. But when there's 5 DLCs, that update AND recommended HD content you should install on the disc, it takes forever.

Preach it brother, I remember it took me like 3-4 Hours to download everything when I got premium but it's well worth it.

That's what it sounded like to me.
I'm always betting Evol thousands of his dollars.

It damn well better be! With my luck, I'll get everything downloaded and be ready play after work tonight, then title update 7 will come out and it'll be 3 gigs, haha.

Damn EA, same thing happened to me when I went to play a 'quick' game of Medal of Honor, 2 hours later and I was finally able to actually play Xbox One better download all those updates while the system is off like PS3 does now.

Being home alone sucks.
What? I'd have my surround sound full blast getting down on some quality game time with no one around to bitch at how loud it is.
