At GameStop when you pre-order a game you can put down as much or as little as you want. For a regular game the minimum is 5. For a limited/special/collectors edition title the minimum is 10. The amount that you put down GOES TOWARD your final purchase. It's not a waste that just guarantees you a copy, it's the ability to pay as much as you want early.
The date that GameStop gets is more often then not just the ship date. It's up to the employee to explain that you will be able to pick it up a day after the ship date. Sadly I know that a lot of employees don't really make that clear. I've never heard anyone complain about the dates being off at the location where I work so I'm sorry your local GameStop(s) seem to be so off.
