I'm still confused on where they get the codes from.
People in this thread give away extra codes that they come across. Some get them from gamestop. Some get them by trading them with other people. Sometimes its codes that come packaged with a game.
I don't know why you would think this is illegal. Unless I am misunderstanding what you are asking. Its just people giving away what they have.

I'm the current owner of this thread. Pretty much the guy who made the original worked at a gamestop and got a lot of extra free codes from promos and stuff. It's essentially just a place to give away free stuff purely our of the goodness of their heart. No strings attached. Sometimes people do first come first serve, sometimes they only give to trusted active members.
