Just go to her abilities and go all the way to the last one on the right. There is an ability that lights up on the top if you are friends and one lights up on bottom if you are rivals. Your friendship with her doesn't have to be maxed as long as either of those are lit up.

Yes you can, BUT! she's the hardest one to get with. I haven't been able to do it yet. I've played through the game 4 times and still haven't romanced her, but it's possible. I've gotten her in the sack really fast, but not romanced.......yet.
