Ugh. So looking into this, the short answer is no. Your account has been activated. You're on the list of new members, however when I go to refresh your gamertag it says it's not in the database. Maybe Meta has a different option, I'll reach out to him... In the meantime I'm going to try to find a workaround for joining.

Ok, so from what I can tell, it doesn't matter if you have a gamertag linked to your account or not, it's the same glitch. You can make articles and they show up, which is weird, and you can pm- but the recipient can only read the pm when they reply to it. Idk. This is way above my pay grade, I'm sorry. 😢
