Hello and welcome to XBA.
When they say boost. They mean like how Gears of War 1 has online weapon achievements. People from the site will join a match together and let people kill them with their weapon of choice to get kills towards their achievements. This works the same with all games with online achievements. People getting together to help each other. So they are boosting for achievements.
