Saints Row 2 was the best by far. Any game where you can get on the free way, wearing only a trench coat, proceed to expose yourself to traffic and bust out some helicopters with your weiner, is top notch.

I haven't been able to acquire much GS out of SR2, but then again I never aimed for that when originally playing. Just a fun game to play.

I Have both Saint's Row, the first was a great game, but the achievements were all tied to finishing time consuming side quests and collecting shit, not a game you play to get quick gamerscore 
.
The 2nd was waaaay better and had some great mini games and side quests, Insurance Fraud was prolly one of my favorites, as well as Septic Avenger
