I don't think it's really getting worse, per say. I think they're trying to implement too much at once to make it the 'ultimate media console'. It's overkill.

Yeah it's been that way for as long as I've been on Live, almost two years now. Once you pay for anything on the marketplace you can DL it as many times as you want.
