Yup, it's an achievement, and I can confirm it works. If you make sure there's at least 14 total songs on the playlist, this will also pop the LP Achievement for you.
Another few tips for this game's Achievements: Go into GH Studio and make a 4-5 minute song at whatever tempo you can handle, full of 3-note chords. Do a track for both rhythm guitar and bass. Don't forget to add combo-able star power. You can use this custom song for the 500,000 solo and 1,000,000 & 3,000,000 million points Achievements.
If you have a drumset, you can also make a song that has nothing but 16-step kick drum notes. Input auto kick in the cheats (doesn't disable Achievements) and turn it on, then let the song ride for points. You can put this drum track in your previous custom song for a single, massive point grabber.
I haven't confirmed yet whether skipping songs in your quickplay playlist counts towards "playing" them for the 100 and 300 song Achievements, but many people have said you can just make a single note custom song and play it 300 times.
