I think its associated with the gamertag and console you downloaded it too. So you could play it offline as long as your signed in on your console, I think.
This
If you try to play your DLC at someone elses house you have to be online
This is why I don't like going to my friends house to play games that require DLC (Rockband mostly...) because I have to take my console over too...

I don't buy DLC as I think its legal prostitution.
interesting.......
dunno about DLC, but i know for a fact that arcade games won't work on different consoles. my friend had MvC2 on his HDD and we put the HDD onto another 360, and it couldn't play. arcades games are console locked, unless the person who bought it signed into the other console and downloads the game there also. downloads are limited to 3 if i remember

Not sure about the Borderlands DLC, but with the Dragon Age stuff there's a long drawn out process you have to go through to be able to play it offline. I would assume this will work for other games DLC as well, but I can't swear to it.
1. Make a list of all the DLC that you have downloaded through the ingame downloads list.
2. Go to My Xbox->System Settings->Memory->Hard Drive->Games->Dragon Age
3. Delete Promo Item Pack 1
4. Go back into the game and go to the downloads.
5. Write "Pack 1" next to all the items on the pre-made list that are no longer installed.
6. Select one of the items that is no longer installed, if the box gives you a price of 0 accept the download, mark it off the list.
7. If it does not give you a price of 0, back out of that item and move on to the next.
8. Repeat steps 2-7 until all Pack 1 items have been reinstalled.
9. Repeat all the above steps with Promo Item Pack 2.
For some reason the rights to individual items aren't always downloaded, so that's likely your problem when it comes to playing DAO offline. After you do all this the rights will be stored on your xbox so the game won't require an internet connection to make sure you have the stuff legally.
