Thieve's Guild Arrow Quest

I'm on the thieves guild quest from the Gray Fox where you need to get an arrow from a mage for him. I'm in the tunnels but I can't get any farther. There's a door that needs a key and can't be picked, and a bunch of tunnels that lead to dead ends. Theres also a deep tunnel submerged in water that just leads to a big fish with alot of junk, and a doorway to the bottom of some lake.
Anyone know where to go? I looked around for atleast 45 minutes.

ok pasta... this one is what i needed all those water breathing potions for... get in the water from the way you came and submerge yourself.. go down some and i think towards the east (use your compass) there is an overhang of rocks and it opens up to where you need to go.. this quest took a good 4 days for me to figure out.. if you need help i'll get my potions and do a further search on where the tunnel is

This one took me a while. Where the water is that leads to a small cave, there is a hole deep down. Just gotta go through there. If you pull up your zoomed map (left of the big map, and two to the left of your active quest), it will reveal a space not seen above water.

Yay, I found it. That was a really annoying place to put a tunnel.
