IMO the shout box is for quick comments towards other members. Some people will use these as a method to do as you described. I would think that those people may want to remember that anyone can click on any member and read their shout box.
Every community will always have those who fail to get along, it sucks, but it's true. Acting like kids and slinging insults is just childish and annoying.

I see the Shout Box as an informal way to message another XBA member. I do it when I have something of really no useful information to say otherwise I just PM it. Its more of a friendly "whats up" kinda tool to me more than anything else.
