Xbox America can only see back into a gamer's 16 most recently played games. Over time as we track the gamertags in the leaderboard we collect more information. Epic Modz just registered here yesterday though and so we only have information on 16 of his played games even though he undoubtedly has played more.

Possibly, but his gamerscore still stands. It's more likely that he simply activated his privacy settings since yesterday.

No? I cannot.
If you're asking for him to be removed from the leaderboard, the answer is no. If he is cheating Microsoft will recognize it and reset his gamerscore. He'll return to the bottom of the leaderboard if he is a cheater, but I won't be the one that decides it.
I do not know whether he gamesaves so I can't take action.
