I'm guessing it has to do with the Development Platform they use to build the game. Looks like the following are related:
Grand Theft Auto
Grand Theft Auto: London 1969
Grand Theft Auto 2
Grand Theft Auto 3
Grand Theft Auto: Vice City
Grand Theft Auto: San Andreas
Grand Theft Auto: Librty City Stories
So GTA IV would be the first to support Next Gen and will probably have a couple sequels on it.
