yup sure does... if you just got it, you should have some type of customer support number you can call... maybe they can help you before you have to take drastic measures and ACTUALLY do a system restore

AVG for antivirus, Spybot Search & Destroy for spyware/malware, Firefox for browser(No-Script is a nice extension).

Invest in new security software like ZoneAlarm or one of the other mentioned programs in this thread. Norton is a space hog that causes more problems than promises kept.

Use your System Restore option to reset the computer back to a date before the problems started. Even if you have to go back to day one... you will not loose any of your saved documents (ie: photos, videos, text, etc).

PBD's advise is sound. I recommend doing this as soon as you get up-and-running.

Reformatting should have been your very last option. But since you've already done it, backup your system, make sure system restore is turned on, download AVG and Spybot Search & Destroy (or just buy the full security suite from ZoneAlarm. It covers everything and it works great!), set your security to a higher setting (individual web sites can be manual set if need be), and make sure to set scheduled dates and times for your laptop to scan your system when you are offline (good time to recharge the battery and leave it on is 3am on on a Sunday).
If you need any other help with problems regarding this, let me know. I'm fully certified in most areas concerning computer hardware/software and networks/servers.
