I would think that GoW2 is well into development.
No More Downloadable Content Planned for Gears of War

Well, after providing six multiplayer maps, Annex, and an additional 250 achievement points, it seems that Gears of War won't be seeing any new downloadable content in the future. Epic and Microsoft told IGN, "We don't have anything planned for [Gears of War] right now in terms of DLC."
Despite confirming that Gears of War will not be seeing any new downloadable content in the future, both companies did say that there is a possibility that new Gears of War content could be released in the future. It appears that Gears of War faithful can finally put to rest the chance of receiving the exclusive PC chapter via Live Marketplace. However, there is a light at the end of this tunnel. With Epic moving past Gears of War content, there is chance this could mean that development has begun on the hotly anticipated sequel, which is very likely.
Gears was (and still is) an amazing game, and I'll always remember Emergence Day weekend very fondly. It's kind of a downer that no new DLC is planned, but it is nice to think that that is because Epic is concentrating on GoW2. If Unreal Tournament 3 and Gears of War 2 were to hit shelves before holidays, Epic and Microsoft won't see consoles and games that they're shipping, but boxes of money instead
