windows live account

My friend needs help with his account. He got a message from one of his friends on his gamertag that advertised free ms points and he went to it. That website stole his email and password so he doesn't have his gamertag anymore. He tried to recover it but it said that the password wasn't correct. The bad thing is that the email address is his mom's email address. Do any of you know if there is a way to call microsoft and get his email account back?

If they changed the secret question, I think there isn't anything you can do. I'm pretty sure Microsoft will need the secret answer in order to recover his gamertag.
