You can just message a mod about it and they'll investigate and talk about it in their super secret "mod" sub form they have (I know its there >.> )
In the past there was a certain member whom alot of us knew of cough4cough should hint at the person, but he was a complete tool and we finally got him to show his true colors and thus he was banned ... The End

I'd have to agree with this being something that would cause more problems for the staff. Then it could become a popularity or clique thing and because enough people want you to go, you are gone.
Although none of us staff are perfect, we do try to be unbiased. It doesn't always happen which is why there is a staffreport@xboxamerica.com e-mail address: to report a staff member who is not being fair.
Long and short is I do appreciate the idea of trying to keep it a friendlier site, but even the thread you mention isn't a perfect example. Barring the couple racist comments most of the people being in the wrong (flaming/trolling whatever you want to call it) were "regular" members. Just because a member is not liked does not mean he/she does not have the right to make a thread. Nor is it the communities responsibility to go into a thread and tell them how stupid that thread is or is not.
So although I understand where you are coming from, you need to understand just because someone isn't liked they will NEVER be banned just for that reason. If they break the rules repeatedly or violate a more important rule, then the staff will take care of them.

No, 95% of them are genuine welcome threads. However, threads that start out "hey I love modding" are generally flamed as is every thread started by that member from there on out.

Barring the welcome threads, frequently the threads I moderate are ones created by newer members. Either they create a duplicate thread or what some people call a "stupid" thread and sometimes people jump down their throats. The other problem is that sometimes everyone IS nice to the newer member and just refers them to another thread or ignores the dumb ones, but then the new member gets mad or offended.

Yeah, sorry I should have clarified my statement. of the welcome threads 95% are genuine. People could use the search function, but it's not always 100% helpful.
