The only thing I can think might be messing it up is that I have the keys to his office from when I did the Dark Brotherhood mission where you have to kill the retired Captain and put his severed finger in the new Captain's desk. Anyone else experience this problem? I wanted to check before loading an earlier save from during the previous quest and starting this quest over again.

I encountered my first problem with this game last night. I'm on the Thieves Guild quest where you have to break into the Imperial Watch Captain's office and chest to use his seal on the forged recommendation for that Lex guy. The problem is the seal isn't there. I tried different times during the day and different days of the week and it's never there.

There was something that happened to me when I was doing that quest as well.
All I remember was doing a few other quests and then retrying this one, worked like a champ. That's all I can offer advice wise because I haven't played it for so long.

A - Try to do a few other quests and then come back
B - Revert to an earlier save and do it all over again.

Thanks for the advice guys. I went and did a few side quests and then went back like you suggested and the damn seal still wasn't in the trunk like the strategy guide says. I was about to get really pissed when I stopped and looked over the whole office and whatta ya know, there it was on the desk the whole time. I kept looking in the trunk and in the desk but never looked at the shit on top the desk. Boy, do I feel like a nincompoop.

Haha nice Irish, at least you found that pesky item. I had the same problem as Melissa, could not remember at all. I was gonna suggest the obvious resetting of the cache but figured it wouldn't help much.

That reminds me...I should probably go and complete as much of Oblivion as possible, as I don't have the expansions yet
