When you install Fallout 3 it should also install Games for Windows on you're computer. Simply put you're xbox login user/pw and you can acess you're dashboard from your computer allowing you to get the achievements for PC games.

Achievement glitches are for noobs. But, I never go to that thread, so I would be the last person to scorn you for it.

The update for the game gives the game all the info about achievements; you don't need any of the DLC to get the full 1550 through this method. In fact, it was possible to have all of the Mothership Zeta achievements before the content was even released this way.
While it is a glitch per say, no update will block it. It was purposely put there by Bethesda at Microsoft's request; its meant to be used as a way to still gain achievements while using third party and user created content (mods, etc), as has been the norm in PC games for years.
