I don't frown upon it. I see it this way. I've used cheats to get achievements such as in Ghost Recon: Advanced Warfighter and Gun. This "glitch" in fallout 3 for the PC isn't even a glitch, all you are doing is opening the console menu in the game and typing add achievement or whatever it is. It's technically the same thing as entering a cheat into a game on a console system. So no I don't classify it as "glitching" or "gamesaving" because you aren't using a persons save to unlock the achievements. So I say go for it, microsoft doesn't frown on it so do it.

i'm not ever gunna get it, I don't like PC games and am already kinda upset that I have 2 on my list Tinker and Where's Waldo (one that was free and one that doesn't fucking work!) but i figured heck it's an easy 200 for both of them and then you can't even get 200 in tinker yet and where's waldo doesn't wanna work for me 
lol those 2 things just add to why I hate PC games. The only thing I like about them is the mods people come out with that make the game even more fun/funny.

It is included in the game by the developer, so it is permitted. Note that this is exactly in compliance with Microsoft policy, and their Enforcement team has said the same thing as well. Think of it as a cheat code in Guitar Hero that unlocks an achievement, same thing and perfectly fine to use.

Like I said before, this exploit takes longer and arguably more skill than getting 1000 in Avatar. I call it fair game!
