I don't know if it is just me but I could have swore that the update was supposed to come out today.

It was, and XBL website talks about how the facebook, twitter, etc should be accessible via the update today.
I haven't logged in yet today. So I can't tell you if I could or could not download it.

That makes sense because when I logged in today I didn't get the update, I just wanted Halo Waypoint and I got that a while ago so I don't need anything else.
