Just ignore him dude. I don't know how old you are, but he says your a kid. IMO your more mature than he is if he gets his jollies off by harassing a kid.
Block him, file the complaint EVERY time he messages you under a new account, and call 1-800-4-MY-XBOX to speak with someone in person if you have to. Explain that it has been an ongoing thing, even when he changes tags.
Keep in mind, he's trying to cut you down, but he's the child in how he's doing things. Your more of a man than he is.

just to let you know MS never looks at the complaints, i found this out about 2 years ago, i was playing with an XBL admin on GoW and he said that they never look at the complaints just when they hit a certain number they will suspend that person, yet its been 2 years and they only time ive seen people banned was when they had wrong stuff in there bio/motto, except for the time i called XBL and said this guy hack my account when he really didnt, yea it was a dick move but somebody had to teach his puckazz a lesson.
