Sure. It's a little hard to do a CoD 2 tournament though, because it's difficult to get in the same game as your friends. However if you want to have a PGR 3 tournament feel free to start one. I don't have PGR 3 yet so I can't, but hopfully I'll have it in a couple weeks.
